You go to a website. You eventually, after much patience and time, get an egg. You then get people to click on your eggs (something I did NOT know) to get them to hatch.

And then you get dragons. Which you can breed for, um. More eggs.

There are some roleplay communities for the dragons themselves, and you can track their lineage, breed, trade eggs and hatchlings, etc.
