Rowling's finished the manuscript, but it doesn't mention whether it's been edited, what form the manuscript is in, etc. If she writes in Word, it gets to be poured into some kind of page layout program, and the pour checked, and all the design elements (the art at the beginning of each chapter, anything in 'handwriting', etc) put in, checked and double-checked, the whole thing turned into PDFs, sent off to the printer, printed, bound, sent off to all the places that have ordered them so they're available by the official release date.
Er, based on the publishing I work in, that is. I don't know their precise editorial route, this is all just supposing.
And fanfic authors time to complete stories before they get jossed.

After book 5, for example, any stories that had Sirius be anything but a Pureblood, or had Narcissa *not* be Sirius' cousin (or had him living happily ever after in some little cottage with the character of your choice) were jossed.
